Definition of Parent - BNA 1981

When I see ill-thought out language & statements in official British Government guidance notes, (page 16 of 19) it infuriates me.

Today, how can any modern government sanction such continued discriminatory language in their nationality laws?

Can someone explain why a mother is deemed to be more of a parent than a father of a child born out of wedlock? Why do they hate so much on unmarried fathers? Some may have good reason(s) why they could not marry the mother of their child?

Why is marriage the only way to legitimize a child? A child is legitimate as soon as he is created. The word "Family" means so many different things today. The British & Territories governments need to stop trying to box everyone in to one way of being or way of believing!
